For my card 
I am using this adorable Tiddly Inks Image Going Swimming
To make my water I used the Perfect Airbrush from Perfect Paper Crafting

I sponged
Tim Holtz' Distress Ink Peacock Feathers then spritzed over it using the Perfect Airbrush and Tim Holtz Distress Marker Tumbled Glass then I embossed it using CB Tiny Bubbles Embossing Folder. 


To give that little extra touch
I used Inkessentials' Crystal Effects on the goggles, waterwings and innertube. 
Note: I added extra hair lines using a pen.
